ASCAP/BMI currently works this way - songs are compulsorily licensed in the US, at least, and everyone gets the same deal. It makes a lot of sense to prevent this kind of walled-garden approach and the incremental hassle of renegotiating licenses every time, but the licensing organizations aren't the most flexible or responsible, so it brings its own issues.
