- thaumasiotes 6y agoWhat do you mean? "If blacks were criminal at the rate predicted by their poverty rate, they would be much, much less criminal than they actually are" is a pure empirical observation. The logical point of comparison would be the nonblack population, but the conclusion is just as true for the entire population.
