I'm not really suggesting otherwise. For many, I think you DO need continuous support. Not for everyone, the vast majority of homeless folks you've never seen on the side of the street and simply just poor. But some segment of the population, typically through some form of mental illness, needs continued support.
That's support we as a society can provide, like many other countries do. Or it's support that we can withhold and allow folks to live in deep inhumane poverty.
But if we choose to provide support to these folks, it's likely that it starts with housing.
