How do you infer this? It could also be the result of the mass country-wide protests which are absolutely not the norm. It's not like the system automatically corrected for this issue.

The charges seem to be influenced by the mass protests. But I don't think that takes away from his point. Also the way police treats police brutality and their immunity is very troublesome in the US. I don't think that's because of racism, more so because of a poor accountability system.
