I'm sure there is a normal distribution of people who really have no credentials to investigate conspiracies, to take the term at its core definition. Journalists and whistleblowers? Tongue-in-cheek digs at implausible circumstances? Sure. Everything below the curve is harmful and lacks a critical understanding of events outside their front door. I don't think this is a tech problem. I think this is cultural.
