  I'm trying to answer the question "Is this retribution?" Which has legal consequences.

    Yea, I thought the same when I read retribution. I think this could be retaliation but not retribution but IANAL.

      wow. I actually read and rewrote that word literally thinking it was "retaliation". I think that's what @elicash meant.
