(If you want to accept public comments too, then NNTP is another possibility.) If you do want HTML (or possibly Markdown), then of course HTML will do. Just use plain HTML (perhaps with a common header and/or footer, added either ahead of time or using server side includes); no CSS, JavaScripts, decorations, etc.
