Should browser support native HTML template?

We separated the style of the page via css. But if we have the concept of model view controller, does it make sense to separate the content from the html structure? It would hopefully allow for a cache of the website structure, only loading in the next content. Has there been any thought about client side separation between html template and content? Without using JavaScript.
