Websites support Apple Pay, sign in with apple, being loaded from a URL/NFC/QR code, location API access, etc. The main thing websites don’t support is push notifications on iOS, and it seems like that would be a lot easier for Apple to implement then an entirely new app format. I don’t think you can really blame web standards organizations, this is entirely Apple’s decision. They want their proprietary App Store front and center.
