Whether or not Apple "forces" users to update, on current iOS they will prompt users to update on a daily basis and there is no way to turn off those notifications. There is also no way to prevent the automatic downloading of updates unless you block them at a firewall level or have limited free storage space on your device.

- xigency 6y agoI took the time to read this article and also check my phone settings. I do have automatic updates disabled but have been getting daily update notifications. From the article: "Turning off Automatic Updates and deleting the latest update from your Storage will prevent you from getting the alert windows in the future, although some users have reported that iOS re-downloads the update when the iPhone is connected to Wi-Fi. If the 'Install Now/Remind Later' alert re-appears, check in your Storage & iCloud Usage and delete the update again. You'll still get alerts from the App Store when Apple releases a new version. But these only come along every few months; not daily."
