I don't know if I'd say they're losing. They're mostly testing to see what the push-backs are. Most of those "losses" in terms of troops or trade deals are fairly trivial compared to the size of the Chinese military, industrial base, and population. Like, it wouldn't be crazy-hard to replace those loses or cut newer deals; losing a couple dozen troops in a border dispute is nothing to the PLA (or the Indians, for that matter).
The Nazis didn't just start by invading Poland. There was the Remilitarization of the Rhineland, Anschluss, then the First Vienna Award, the Second Vienna Award, the full-on occupation of Czechoslovakia, then the German Ultimatum to Lithuania, then "Danzig or War!", etc. There were lots of aggressive movements and testing-of-the-waters and escalations.
Right now the rest of the world is locked up with Corona, possibly facing economic ruin because of it, and the US is tearing itself apart with internal issues and damaging its international relationships.
Now is perfect time for China to make moves and push on things -- and see who pushes back and how hard.
