Apple has been so customer hostile with these decisions on the App Store. Offering IAP isn't a problem. Heck forcing IAP isn't a problem, IF there is a way avoid it - and the best way is to force them to charge .99 but allow outside IAPs. But they choose the worst possible method: forcing a customer to go outside the App Store.
