I worked at a major defense contractor in a small office for as an intern. The entire 50 person office was working on a single top-secret contract which very obviously was never going to get off the ground. After working on it for over 5 years, the prototype was still about as janky as could be and required a team of human operators to perform dangerous, highly intensive, time-intensive-training-necessary work just to get it to work. No one could say anything because everyone would be out of a job, and so, as far as I know, the project hobbles on.
