This immediately reminded me a very old book by Bob Shaw: https://en.wikipedia.org/wiki/Ground_Zero_Man https://en.wikipedia.org/wiki/Ground_Zero_Man The tech in the book was no less fictitious but sounded kinda cool: a neutron resonator, with a beam being targeted on the Moon and being reflected to the Earth, widening sufficiently to cover the whole planet (no idea how or why it would affect warheads on the other side).
