Sadly, I've seen this happen still too many times (Second System Syndrome, where all scope of the original 'tech refresh' is lost) and there's often not much (powerful enough) to oppose to people that fear being the hated authors of the new system ; they hated the author of the old system... The righteous "this time we'll do it right" is a powerful drug, and fear of missing something can drive even the most experimented people to stupidity...
