Most consulting engineers are both specialists and generalists. I do mostly compliance and manufacturing consulting. Most of my contracts are for a simple gap analysis. Which oft turns into an implementation contract that entails test engineering (hardware and software), manufacturing engineering, quality engineering, and product and process approval and accreditation.
Where hardware and software meet, there is no such thing as a pure specialist. You will not get many future gigs if your skill and experience set is narrow.
