As someone who has done hiring and firing, there are absolutely times when I cannot be upfront with people. Like, explicitly, "word from the top is don't talk about how we're hiring X and firing Y." Doing things like that is kind of shady, but there are often times when you cannot straight up tell people things but still need or want to send signals.
