I don't think you can just blame developers. There is a real fear in the industry of missing out and being left behind, and that if you don't keep your resume filled with the latest buzzwords you will become unemployable. Because recruiters ignore Github and side projects, the only way you can keep that resume up to date is by either applying for jobs using <shiny new tech> or by forcing it into your work projects, whether it makes sense or not. So yeah, magpie developers are a thing, but it's not just superficial developers, but superficial recruiters and companies as well.
