Native title does give you the right to take it to court to decide, and tenement holders can't commence mining activities until an agreement has been reached or the court has ordered otherwise. So native title holders aren't totally powerless to try and stop mining development. Ultimately it's up to the tribunals/courts to balance the native title objections against the development.
