We hope this one-year moratorium might give Congress enough time to implement appropriate rules, and we stand ready to help if requested. That's a little weak. If they were serious, the moratorium would extend indefinitely, or until such rules were in place. One year might just be long enough for the fervor to die down, so they don't take such a PR hit when they resume sales.
