I definitely learned a 'one true way' to write alphabetic letters in primary school. In the Netherlands. We had to write every letter in one stroke in one specific way. Then we learned to write whole words in one stroke. I was pretty terrible at it and was glad to be allowed to use 'block letters'. I don't know whether that was universal across schools here or whether they still do.
