Everyone is giving up on the containment strategy of shutting down all public spaces, some do it slowly to give the illusion of control, where as other simply open up and let people sort it out on their own but i doubt you will find a single state/nation waiting on the magical vaccine(that might not arrive) that fixed the issues with zero side effects to start returning to normal. Some of that is due to the fact that the number seen in context(https://ourworldindata.org/causes-of-death#what-do-people-die-from https://ourworldindata.org/causes-of-death#what-do-people-di...) are not as extreme as it was feared/hyped, and that the containment measures were to little to actually stop the pandemic and never designed with that goal in mind.
