My (grossly over-simplified) experience has been that European services tend to focus a lot more on localization than US-based ones, with the latter focusing a lot more on time zone issues, since that is a topic very relevant to the US. Not so much in Europe, where most countries share the same time zone with their neighbors and are only situated in a single one themselves.
