If the problem you found only half relates to your job,then yes,sure,pass it on,but that shouldn't be the case if it's purely related to your role. As a manager I do expect people report all sorts issues but it's so much better when it's like this: x,y,and z isn't working.I think we could do a,b, and c with it. It shows that the person does care about it and they can think on their feet.
