Finding good talent elsewhere is non-trivial, but with some care it is much easier. We're currently doing our development in WA (one founder), NH (lead developer, almost founder), and IL. If we get into one of the Bay Area programs, I'll move to CA for the program, and probably then some. The reason for the move isn't for development talent, it is for networking opportunities and mentoring opportunities.
