From what I've seen, junior staff protest-quitting has little to no impact, as they're generally viewed by higher ups as easily replaceable. Senior level people in meaningful positions (as opposed to figureheads) are harder to replace, and protest-quitting will have more impact, but in most cases, those impacts tend to be short-term, especially with larger organizations.
