If I had to make any assumptions it would be that we do not have enough police officers in total, but that is largely dependent upon geographical or local criteria, much it is with any public service entity such as teachers, firefighters, etc. A $150 million cut (7.2%) in the LAPD budget ($1.8 bn) might mean nothing in the overall functioning of the organization, but to a smaller police department, a 7% cut in funding could mean very bad consequences.
