Personally I believe we should have fail safe back ups. A radar/lidar would have prevented such an accident from happening. You can't prove that a controller based on a neural network wont collide. But you can prove that a simple lidar based backup will not collide with a stationary object. Neural networks are great for complex decision process, but they cannot 100% gaurantee safety. Given the tesla pricepoint, and the falling price of lidars I don't see why one cannot be installed. Personally, I think it should be mandatory in all self driving cars to have a provable failsafe.
