It's my understanding that the Insurrection Act can only be utilized by the president at the request of the state government. i.e., the state has to specifically request military aid in order for troops to be deployed. Can anyone confirm if my understanding is correct? If so, that eases my anxiety a little bit, because at this point I'm doubting any governors will ask for it. Either way, this whole situation is crazy. EDIT: my understanding might not be accurate.
