I think the technocrat problem would be partly mitigated by the fact that you are bound to randomly pick a few people who are smart and informed enough to be able to critically look at what the technocrats are doing and possibly use discretionary funds to launch an investigation. Some of the technocrats could also be picked from professional bodies using sortition, just enough to stir things up.
