There's a well-known correlation between psychopathic tendencies and holding a CEO position. I would assume that also applies to politicians, to some degree. The thing is that usually these people are good at thinking holistically and long-term which, even when totally driven by self-interest, can result in somewhat more "moral" actions (especially if appearing to be moral or trustworthy is useful to their own interests). Trump simply has none of that foresight or self-control. That's the only difference. We needn't continue being surprised by his behavior.
