I don't get it, is there a legal obligation for twitter to follow its own terms of service? This EO seems to be a nothingburger, the courts have already established that the text of 230 creates broad immunity, they aren't going to defer to the FCC about that. Has the FTC even established that platforms have obligations towards their non-customer users?
