I worked for CTLT at WSU for two years - 2003[0] - 2005. Distance learning is hard, and I feel like people are not appreciating how difficult assessment is. There is a book on this[1] which covers a bunch of finicky stuff; we used a much earlier version for our designs. CTLT is no more; I'm sure WSU is still working[2] on distance learning.
