Its probably both cause and effect, but low turnover helps immensely. The joy of working on a project where the whole team has been there for 3-5 years and we had no new people to train was huge. Conversely I've worked on projects where a continual turnover of people means no one fully understands how to code works and no one really cares because they'll probably be leaving soon anyway.
