No matter how much budget you have, there's always something you can't do. It's pretty convenient to throw a bunch of resources at a project knowing "the other half" of the IP is gonna show up for free on a thumb drive someone drops by after leaving their job at Cisco (or whatever other company they decide to raid that month) in a hurry. Your R&D budget becomes effectively your 15B (I don't believe that number btw) plus whatever Cisco, Broadcom etc.. spend. How convenient.
