I have only the slightest introduction to actual peer review (pre-qual computer science PhD student) but I have to say that my views have shifted dramatically after moving from “outsider” to “insider”. The problems you mention seem more about how the public consumes and interprets scientific research, rather than how scientific communities share knowledge and keep their fields moving forward. These are two different challenges and it seems unreasonable to expect the peer review process to solve both of them.
