I think what's needed is case studies or case law. A ruling in a court that becomes a "model" as to which the GDPR is applied. People look at historic court cases which defines future societal behavior (like acceptance of Gay marriage in some places). It'll take time but get there eventually, and then we'll see changes based on that.
