That's the whole issue. Harm, specifically in the fake news example is subjective, especially in the gray middle where it counts. I'd say the same is true of porn. Certainly some is clearly harmful, but hard lines are impossible to draw. Consentual BDSM comes to mind. Thus this subjectivity requires personal responsibility, not authoritarian intervention/ censorship.
