I am not speaking for PG, but as far as I understand it, foreigners can participate in YC and raise that $150K and go home if they want after the 3-month period. There was never a pre-requisite that the founders had to be able to live/stay in the US. Just that they have to be able to visit for at least 3 months. So I don't see how that would affect it.
