The OpenAI projects you mentioned are a good example, but also projects like Ray (ray.io). Even PyTorch - a lot of stuff works fine, but their parallel DataLoaders actually work slower on Windows than the single-threaded ones (see this github issue: https://github.com/pytorch/pytorch/issues/12831 https://github.com/pytorch/pytorch/issues/12831 )
