the problem with the whole leader thing is often the institution and the culture of a given organization (government, corporate, sports, religious, etc..) will often avoid putting leaders into place that are like that purely to preserve things the way they are. People prefer a lack of disruption. An asshole.. usually just kinda ends up there and elbows people out of the way. An asshole exists regardless of the organizational culture or the institutional pressures. Whereas you have to sit around and wait for said organization to bless you with such a leader at their discretion.
