Not sure what country you live in, but’s it pretty hard to game this. You have a fixed number of weeks. And it’s pretty hard to fake having a baby. People should get the same benefits even if they plan to quit after, which would address the issue of people quitting after. If you’re against social insurance as a whole though, then opposition to maternity leave makes sense.
