This is one of my main pain points with a lot of websites, including Google. I live in Hong Kong, and it constantly keeps setting itself in Chinese. Quite a few websites do this, even though my browser is set to English. Worst of all, even when I set Google to English, the OAuth popups remain in Chinese with no option to change.
