If not, use a free or open source one. Are you comfortable with running SQL commands from the command line? If not, go for a GUI one. This leaves "OS-specific or cross platform" (which should be straightforward to resolve), and "desktop client or web interface". I'd expect a desktop client to be easier to setup.
