US citizen asking here, to dispel any immediate ambiguity: what sort of papers do you mean, or what examples in other countries is there that you speak to?
Example, the closest thing to “papers” here-if I understand your “papers” to mean identification, would be a “driver’s license” (or just a plain state ID card which one is not compelled to possess, at least not at the National level) but that’s more a thing certifying your knowledge of how to safely operate a motor vehicle, understand local laws and the like-which I understand to be consistent with some other countries.
It’s not really a document certifying one has “permission” to travel freely about the country though. If I wanted to walk from a Charleston South Carolina to San Francisco, and cross every state border along the way, I’m allowed to. This level of freedom is illustrated pretty beautifully in a scene from the movie Forrest Gump

- chrisseaton 6y ago> what examples in other countries is there that you speak to? None, because there isn’t such a requirement other western countries, except I think in a Italy and France during this emergency. Do you realise in normal times we too can walk from one side of the country to the other? And in continental Europe they can even keep walking further?
- AnimalMuppet 6y ago"Further" meaning "past the edge of the country", but not meaning "more miles/kilometers".
