UBI (if working correctly) would be more like a 'carrot' - here is some remuneration to keep you going; please choose the projects, pastimes and infrastructure that you would like to work on. Both can conceivably lead to improvements in any area. Either way it's about creating the underlying incentives for people to want to do the work.
