This is only tangentially related to the current administration. Onshoring manufacturing has been a supposed policy goal of the President since 2016, and that hasn’t amounted to squat. The tectonic shift is that it has suddenly become a priority for the permanent, unelected (i.e. real) US government for a different set of reasons.
