In Peter Godfrey-Smith's book "Other Minds", he describes a framework for thinking about the relative levels of subjective experience in animals. He distinguishes between subjectivity (maybe more broadly "awareness") and the internal monologue that is so characteristic of humans. I would estimate that an AI could initially have consciousness in the way that an octopus does: distributed, probabilistic, fluid. With enough raw intelligence I think any mind could emulate another, and eventually communicate with us in a way that we deem conscious in a human sense.
