While some hassle of paying someone in another country is real, this level of pain seems to be pretty extreme. I am sure it depends on the country (good luck hiring in North Korea :) ), but for most countries there are enough options, from the employer opening a subsidiary to hiring employee as a contractor and everything in between (e.g., a local organization handling paperwork for a small salary cut which is a lot less than US recruiters would charge).
