My thinking is that the exemption allows for counties to have the opportunity to allow those businesses in critical infrastructure sectors to stay open. The order says that employees "may continue their work," and Tesla's lawsuit seems to interpret that to mean that Tesla must stay open. I'm obviously not a lawyer, I'm just interested in if the argument in the complaint is likely to get them anywhere.
